WSSA ANNUAL MEETING MAY 2,  2015

Call to order at 10:10AM by President M Spungin in the Adrian Room of the Parkway Plaza, Casper, WY.  Present were:  V-President B Spungin, S/T Sebesta, H/Cons D French, Comp Roy Bane and 14 members.

The minutes from the Dec. 6, 2014 fall meeting were read.  M/ B Spungin to approve as presented, 2nd J Michaels,  VV+.    The financial activity from July 1st  to April 30 was handed out and discussed.  WSSA has gained 27 life members and their membership funds have been invested into CD’s.  A  gain of $2474.08 was shown over the period.   PAC funds balance is $4208.21.  Membership total is 766.

Old Bz--  1]  The Crosman 2000 rifles and 4 Daisy 853 have been sold; 4 of the Daisy’s remain in addition to the 2 ea 717 pistols and EXPO trailer with range set-up materials.    2] S/T reported a supply of WSSA pins has been ordered.  The pricing for decals was discussed, with option of 2x3”, 3x5”, inside or outside versions suggested.  M/ R Faust to get a variety using the S/T discretion, 2nd/_____   VV+.   3]  R Bane informed that a CO shooter had won the 2700 pistol Championship but only 4 attended; Kenny Lankford, Laramie was the HP rifle Champ and Tom Crisp won the service rifle title.  Sec/Trea will add the names to the record listing on the web site.   

New Bz--  1] John DiIorio asked for $750 to purchase metal self resetting targets for the Platte River GC.  2nd/ B Spungin.  Discussion was to increase variety of and increase target shooters numbers.  VV+    2]  The call for nominations brought the following onto the ballot.   President Mark Spungin, Vice-President Beverly Spungin; Sec/Tres Nick Nickelson, Competitions Dave Babits,  Hunt/Cons Dennis French,  JR Programs  Dudley Irvine and Legislative Ernie Brown.  M/R Faust to close nominations, 2nd N Nickelson, VV+.  M/ J Hollander to accept the ballot by acclimation, 2nd/R Bane  VV+.    3]   S/T mentioned that several of the NRA courses are now on line [nraonlinetraining.org] for anyone interested.    3]  In order to add the term ‘business’ to the membership classes may take a by-law change.  Further study and proper procedure will be followed before next annual meeting.    4]  Rep Kendell Kroecker pulled the ticket of Ronald Pierce, Douglas, WY as the winner of the pre-64 Win 70 FWT in .308.  He was contacted from the meeting.  The rifle would be delivered by the Spungin’s on their route home.    4]  No-one present had attended the NRA annual meeting in Nashville, TN.     5] M/J Hollander that next rifle drawing to require winner ‘be present’ in order to increase attendance.   M/died for lack of a 2nd.  Discussion whereas this is the annual fund raising effort, it was suspected the amount of funds received would be very low.     6] M/ N Nickelson to get professional assistance in upgrading the website, with the idea todays younger shooter are tapped into the E world.  He requested a maximum of $1000.  2nd/ R Bane.  VV+.   7] M/R Bane to send $50 to Warren Tanaka, as a thank you for his support advertising WY high power events on his CO web site.  2nd/N Nickelson.  VV+.  8] Fall meeting set for Nov 14 at Casper-10AM at Casper’s Ramada coffee shop.

Guest speaker Rep Kendell Kroecker reviewed the past WY legislative session.  The bill to void the ‘gun-free zones’ passed the House easily but was amended in the Senate thus turning it into the opposite of what was the original intent.  Politics played by Senate chair between 1st favorable vote and 2nd vote kept it from coming to the floor again.   Plans are to modify the ‘areas’ listed and re-introduce in the 2016 session.  The second area of his message covered the ‘civil asset forfeiture law’.  He viewed it as generally being “ guilty until proved innocent”. The House bill would have required a conviction as a ‘clause’ and an forfeiture amount set to be in line with the crime.

Hunt/Consrv  D French    G&F meeting has set the 2015 license numbers and seasons after many statewide meetings.   Twenty-three groups are meeting in Cody to discuss wolf & grizzly delisting.  WY US legislatures are pushing for delisting and returning management to the States.

Juniors-   The 3 position air rifle Championship was attended by 40, however the number of SB shooters was low.  4-H programs are the most popular.   Very few air gun shooters continue to SB or HP. Two air gun and 1 SB shooters qualified to go to the Olympic training center.

Club reports-    LVSA- adding to the firing line; hosting silhouette championships, range has much usage;  bench type events popular; HP silhouette championship has 1 slot remaining;  no NMC interest; programs on lvsa.info.    Laramie most use is shooting steel targets.    Platte River has voted to limit memberships; will host Garand event and Mid-range championship.    Worland Complex  added archery area and shotgun improvements; hosting BP and long range championships.
