WSSA Fall meeting Minutes  Dec 19, 2009

 

President Mark Spungin called the meeting to order at 10:15AM.  The meeting was held in the coffee shop of Casper’s Ramada Inn.   Present were:  Pres & VP Spungin,  D Irvine-Jr programs, R Bohling-Legislative,  R Bane-Competitions and R Sebesta –acting sec/trea.  Twelve members also attended.

 

The minutes from the Sept 9, 2009 meeting were read.  M by R Carney to approve as read, 2nd by B Spungin,  VV+.  Membership stands at 1029.  The financial report was presented and shows a checking balance of $2547.81.   The PAC fund stands at $6625.71.  All certificates of deposit have 2010 maturity dates.

 

OLD BUSINESS  1]  The thank you certificate from the Friends of Camp Perry was displayed telling the WSSA brick would be placed in the shooters Memorial  Plaza.  2] Ed Cassidy has been very prompt in updating the website.  M by B Spungin, 2nd   R Carney to send a $25 Safeway gift certificate as a thank you.  VV+   3]  The EXPO letters of thanks were read. They requested WSSA again participate in the Sept event.

 

NEW BUSINESS  1]Roy Bane reported that State Championships will be scheduled for:  Apr 24 @ Lander - 3P air rifle; Jun 12-13 @ Lander-SB & HP rifle Silhouette;  Jun 19-20 @Worland-1000yard prone with F class;  Jul 10 @ Casper- Midrange prone with F class;  Aug ? @ Laramie-2700 pistol;  Aug 28-29@ Cheyenne- HP match rifle or Service rifle.   2] Attendees reminded that they can search www.nrapublications.org/ssusa for match calendars and articles.  John DIIlorio mentioned that the bi-monthly publication can still be rec’d in paper format at $15/yr.  Another site to watch is the nrablog.com.  3]  April 24 will be 1st choice for annual meeting with May1 as 2nd . Discussion held on making the meeting more interesting/entertaining.   Workshops on reloading, report from ILA rep, gear swap, show and tell about ‘this old gun’, introductions to various types of championships that are held, or how to be a citizen lobbyist were suggested.  R  Bane suggested that some of the planning should be taken on by other officers and not be shouldered by the Sec/trea.   No motion or volunteers developed.  4]  Donn Sneddon’s training course schedule was reviewed.  Nothing in the flyer indicated this course would be accepted for NRA instructor’s certification.  D Manzer informed the group that an instructor’s course is planned in days leading to the National HiSchool Rodeo at Gillette.  The event will be in July and Manzer to send dates of course for the newsletter.  5] Worland Shooters Complex will host a gun show on Mar 13 &14.  6]  Matthew Hunntington, registered Freedom lobbyist, presented his resume and asked to be hired to represent WSSA-PAC.  Discussion led to asking members to help support his efforts.  R Bohling felt we should take a ‘look-see’ on his effectiveness before hiring him.  R Bohling is the elected WSSA legislative officer and he will be monitoring events on the floor daily.  Alaska carry, concealed carry reciprocity, and WY made firearms will be top items.  7]  Dick Ament sent info covering VFW postal matches in air rifle and s-bore.  8]  The new WSSA logo pins were displayed.  M by R Bane to increase the match fee for a state match participant to $5 and issue a pin, or to sell at $3, 2nd by R Carney, VV+.  About 100 pins were divided between Pres Spungin and R Bane.   9]  M by R Bane to accept any state membership at WY championships, 2nd R Bohling, VV+.  

 

LEGISLATIVE REPORT-Richard Bohling discussed the upcoming legislative budget session.  Even tho several pro-gun bills have been prefiled it is the majority party leadership that controls what’s gets on the floor for a vote. Therefore backdoor dealing can be used to kill items without having to vote against your supporters. The session will start Feb 8th.  The present preemption law does not allow local city and county entities to restrict firearms possession or carrying firearms however the WY Courts Security Commission wants to change that by gutting the preemption statue so judges, county commissioners, and city councils can regulate the possession and carrying of firearms in public places.  The Supreme Court wants its own security force which Bohling has concerns about as there would be no recourse to an elected official in event of abuses by such a force as is currently the case with elected sheriffs and police chiefs that must answer to a city council or manager. Alaska carry will run up against the thoughts that it establishes a double system of CC licensing.  That is not true due to only CC license would be needed if person wishes to carry in the other states that honor WY CC.  The rest of the citizens could carry in state and would not need to be in the system.   Charles Currley also expects to be attending the leg session to watch for infringements on WY freedoms.

 

JUNIOR PROGRAMS- Dudley Irvine reported that Dick Smith, Cheyenne Public Shooting Park, conducted the air rifle and 3P SB championships on Dec 12.  He had not rec’d a report.  Lander will host the 3 P air rifle Champs in April.

 

COMPETITIONS- Roy Bane  The State Champ’s dates given above in new biz.  WSSA has 3 of the AR’s issued out; 3 NM M1’s are available. He thanked the Laramie Club for the Junior support and suggested all clubs should be encouraging the juniors.  CMP funds rec’d and were used to finish the reimbursement for his expenses and to purchase a shooting coat for the JR program.

 

AFFLIATED CLUBS-      Laramie club has Nat Guard on the list to go dirt work but no date set.  The work will get the range to 1000 yards.       Platte River, John DiIlorio reported he held some HP prone matches last year and has 3 on the schedule for 2010.  The club has added road gravel and made other improvements.          Lander Valley- Sebesta handed out several of the 2010 range schedules and all encouraged to check programs on the lvsa.info site.   Roy Bane noted that several LVSA matches appeared to be in conflict with Championship events.
