WSSA ANNUAL METING MINUTES

CTO at 10:15AM at the Parkway Plaza [Adrian’s room] Casper, WY by President Mark Spungin; other board members present- VP Beverly Spungin, Sec/Tr R Sebesta, Hunt/Cons P Morgan, Competitions R Bane.  Thirteen members also contributed to the discussions.

 

Minutes from the Jan 5th, 2013 meeting were read.  M/ Joe Michaels,2nd L Stroh to accept as read.  VV+.    The checking activity recap to May 1st was handed out with a balance showing $7150.19.  The hand out included the CD’s and PAC account information.  Membership stands at 785.  The M1 rifle ticket sales stands at $3958. Dues income is $3130; interest $475.30 and donations $483.00.  Thanks to all who participated in the M1 drawing.

 

OLD BUSINESS  1]  Hard copy mailing is 17, saving about $550 per issue.   2] Pres Spungin called for nominations from the floor.  None received but Phillip Morgan requested his name be removed from the Hunting/Conservation office and his request was granted.  The ballots rec’d were from 3 clubs and those voted for the slate on the ballot with the addition of Roy Bane to Competitions by his prior agreement   Therefore the results are:  President Mark Spungin, VP Beverly Spungin, Competitions Roy Bane, Junior Programs Dudley Irvine, Legislative Richard Bohling.  All terms will begin Jun 1st and go to May 31st 2015.    3]   Roy Bane suggested having an assistant with the competitions. The Bylaws seem to call for an individual but discussion allowed him to seek help where needed.    4]   Dennis French presented a check for $276 from gear donated by the Noel Matthesion estate that is earmarked for the junior program.  The Win FWT model 70-308Win was discussed.  The Jan meeting decision was revisited and changed by a M/ Phillip Morgan, 2nd D French to attempt to sell the model 70 rather than use it for the 2014 raffle.  The current interest seems great for the semi-autos and to make the 2014 rifle another NM M1.  Roy Bane will check, photo and handle the sale of the Win 70 with conferring with BOD.    VV+. 

 

NEW BUSINESS   1]  WY Youth Education Hunting Education Challenge will be again held at the Upton Gun Club.  M/ B Spungin to donate $150 to the Upton Club for the program, 2nd J Michaels.  VV +   2]   Sec/Trea has added the NRA affiliated clubs to the newsletter E mailing.   3]   The listing of WY Champions on the web site was discussed.  Sebesta has compiled those listed/reported in the newsletters since the May-June 1997 newsletter.  The listings were sent to Dick Smith, Dudley Irvine, Roy Bane and Phillip Morgan with a request for help filling in the voids.  The listing will then be added to the web site with hope additional voids can be filled.    4]   Discussion held for a fall meeting date.  Without an EXPO Dec 7th was selected giving the State Championship deadline per bylaws to have passed.    5]  The trailer license plate purchase was discussed.  Whereas it may not be moved for a year, the Sec/Trea will be in contact with the land owner and purchase plates if moving is required.    6]   Dennis French was appointed to Hunting/Conservation and Roger Sebesta to Secretary/Treasurer; as per Bylaws by President Spungin. 

 

GUEST SPEAKER Rep Tom Reeder, Casper HD58 [N Casper up to Midwest ]   He definitely is a friend of personal rights and worked to get bills on the suppressor, CC on school property, and adding consequences for not following the preemption law.  The WY House passed the bills, the Senate passed the suppressor bill but allow the other 2 to die with out having to show their hands by a vote up or down.  Spring 2014 will be a budget session but these areas should again appear.  All need to stay in contact with the Reps and Senators to get positive action on them.    Then even though he purchased a book of tickets for the M1, the name he pulled was that of Robert E Hicok,. CO Springs, CO 80904 .   Bev Spungin was able to contact the winner by phone.  Arrangements will be forthcoming for the delivery and Neil Knox, CO Springs gets the buckle for selling the ticket. 

 

Hunting/Conservation.  Phillip Morgan reported seeing more elk, deer, antelope and goats enroute to the meeting than in the time spent hunting last fall.  He suggested using the G&F mapping of accessible private lands as an aid.   Jim Hollander, Mills offered his view that that program has in fact closed more area than it opened.  Now land owners can get payment for allowing foot or horse access but at the same time blocking vehicle access.   Morgan also alerted the membership of a BLM plan to close all access to about 4 million acres in the South Pass area to protect sage grouse.  The goverm’t grasshopper spraying program did not help sage grouse survival and has been ‘hidden’ from discussion in the closure plans.

 

Legislative-Mark Spungin   As per above the suppressor bill passed and has been signed to allow them and their use in the fields.  Senator Nicholas went so far as to blame Anthony Bouchard, WY Gun Owners for the lobbing techniques used as a reason he kept the bills from a floor vote-[CC on campus, ‘teeth’ onto preemption].

 

Competitions  Roy Bane-   The 2013 dates were reviewed and some switching of trophies reported.  A HP team match will be part of the 2013 events.  The F class will have champions in both the ‘open’ and ‘target’ divisions.  Target is limited to .223 and .308 calibers.   The WY dates were selected with an eye to entice travelers to and from Camp Perry or the Raton, NM Nationals to participate. 

 

CLUB updates     Laramie Rifle Range Inc- Bane & Morgan.  A NRA grant of $29k has been rec’d and used to extend the 300 yard line, for road repairs, and increase the height of berms.  Membership is open and about 550.     Platte River Rod & Gun Club – Jim Hollander reviewed the stray bullet incident the club is involved in.  Seems the bullet presented as the projectile found in the house is not the same as those being fired by the members signed in at the club, the penetration track not probable from the range and the questionable roof metal being bent up rather than down with the claimed projectile.  Club will host the Mid range championships and also Garand events.     Lander Valley Sportsmen   Sebesta reported the indoor season ended with 3 Position Air Rifle Championships.  31 entered-Sheridan, Cheyenne, Casper area and Lander  participants. The winners are listed in the Ap-Jun Newsletter.  The new rules no longer give each winning state team an entry to Nationals.  Only the top 15 teams will earn an invitation.  All scoring is now done on a USAShooting computer.   Rifle silhouette has started, .22 rim-fire bench rest at 50 and 100 yards added to the schedule and drawing well. Cowboy action monthly, lost a HP match director and HP events limited to mid-range challenge; 295 members; EPA doing a contamination study May 9th.
